As far as I understand, the plan for this wiki's categories is that <code>Category:Dyson_Sphere_Program_Wiki</code> is intended to be the root level for the entire hierarchy. So every category within the hierarchy should have <code>Category:Dyson_Sphere_Program_Wiki</code> at the root. But <code>Category:Production_Chain_templates</code> didn't have any parent, so it was outside this hierarchy.
