The decrease in ore consumption allows a vein to last longer, helping stretch the supply of rare resources. Ore consumption decreases multiplicatively but the mining speed increases only linearly. In the beginning, the mining speed will dominate over the ore consumption effect, so you'll notice your veins depleting faster, assuming your miners go at top efficiency (i.e. can send all that they produce). This effect peaks at L6, when the ores will deplete at the highest possible rate, roughly 10% faster than at L0. The break-even level for this is L17, when the ore consumption effect starts to finally dominate, giving you about same vein depletion speed as at L0. Further on, you'll only notice slower resource loss, with L36 giving you half the L0 vein consumption, L52 giving 1/4, and L71 reducing it to about 10% of base. See table below for more details. | |||

Summary
Veins Utilization is an repeatable upgrade that applies a -6% ore consumption / miner product (power of 0.94 per level) and +10% mining speed (multiple of +10% per level). The ore consumption decreases exponentially, while the mining speed and cost in universe matrix and hashes increases linearly. The speed increasement also affects on Oil Extractor, Water Pump and Orbital Collector.
