Collect soil pile from above zero altitudes and use them

to fill up the ocean to make the factory construction
more convenient. Just rectify the surface will consume

the foundation.

Summary

Environment Modification is a fifth level tech that will allow you to create and place Foundation. This technology does not unlock any new technologies in the current Early Access version.

Foundations make use of the Soil Pile mechanic when being placed. To explain that quickly, soil pile is consumed when raising the terrain, or gained when lowering the terrain. The only terrain modification you can currently do is "flatten", so if you need to gain Soil Pile, you can try placing Foundations in hilly forest areas. You also gain a small amount when automatic levelling is done for building placement. The change to your soil level will be shown as a tooltip when attempting to place a Foundation. An alternative way to collect significant amounts of soil pile, is the destruction of Dark Fog Units, which drop Soil Pile as well.
