Foundations make use of the [[Soil Pile]] mechanic when being placed. To explain that quickly, soil pile is consumed when raising the terrain, or gained when lowering the terrain. The only terrain modification you can currently do is "flatten", so if you need to gain Soil Pile, you can try placing Foundations in hilly forest areas.
